*** Position purpose:
The Senior Public Partnership Manager is a high-ownership position responsible for driving and executing VNG’s  public policy advocacy, government partnerships, and strategic advisory initiatives including municipal advisory boards and policy frameworks.  
The Manager will directly drive strategy, make independent decisions, and ensure flawless, fact-checked delivery without waiting for top-down instructions.

*** Key responsibilities:

1. Strategic Public Partnership & Project Management 
  • Lead high-impact public partnership projects and strategic advisory frameworks connecting corporate initiatives with local government strategies. 
  • Provide strategic advisory and policy positioning for company executive leadership and public representatives, shaping core narratives and high-impact policy communication for key forums.
  • Establish operational rhythms, set deliverables, and take full accountability for cross-sector project results within tight timelines and budgets. 

2. Policy Advocacy 
  • Serve as the ultimate gatekeeper for policy data by cross-verifying all figures, AI-generated outputs, and legal references against primary source documents to ensure zero hallucination or misinformation.
  • Utilize multi-AI toolsets for rapid policy research, scenario stress-testing, and strategy generation while applying critical human judgment to filter and validate results. 
  • Frame policy proposals to align corporate interests with existing government KPIs and initiatives rather than requesting new, complex mechanisms. 

3. Stakeholder Engagement & Institutional Relations 
  • Build and maintain active, strategic working relationships with municipal authorities, key departments, etc. 
  • Collaborate cross-functionally with Legal, Corporate Branding & Community, and other departments to align strategy with corporate goals. 

Yêu cầu

  • 7–10+ years leading Public Affairs, Government Relations, or Policy projects with a proven track record of taking full, end-to-end outcome ownership. 
  • Deep understanding of HCMC governance structures, policy frameworks, public-sector dynamics. 
  • Rigorous instinct for verifying data against primary legal texts and advanced proficiency in leveraging AI tools while applying critical judgment to eliminate hallucinations. 
  • Exceptional written and spoken Vietnamese & English, with the ability to draft ultra-concise, high-impact 1-page executive policy briefings.
  • Strong intellectual courage to defend independent viewpoints, combined with fast-paced execution, low-ego, and cultural adaptability within a tech corporate environment. 
  • Active local government network in HCMC and prior experience managing small teams (2–4 members) preferred.
